Responsibilities

The Target Research and Technical Targeting Officer ('TO') would utilize the required targeting tools below to conduct technical analysis to discover and implement access to high priority hard target networks. The Targeting Officer should have an interest and general understanding of cyber operations and network infrastructure, to support technical and HUMINT operations. The TO would be expected to craft, review, and coordinate as required operational correspondence to pursue various operations.

Qualifications

Bachelor's Degree and Targeting experience.

Demonstrated experience employing data mining techniques and tools and data basing skills.

Demonstrated ability to query and exploit an array of tools/databases; familiarity with classified data repositories.

Demonstrated basic working knowledge of telecommunications, including cellular networks and computer networks.

Experience using any Commercial off the Shelf/Government off the Shelf (COTS/GOTS) analytic tools.

Experience using J2E and PERL and other computer programming languages.

Experience using the Internet in an operational environment (i.e., using good tradecraft to avoid alerting surfing habits).

Experience working as an analyst in, or in support of, the Intelligence Community evaluating technical information for targeting and reporting purposes

Scholastic understanding, gained through Institutional knowledge, of or experience with, geospatial information systems.

TS/SCI with Polygraph

Desired Qualifications:

Ability to conduct in-depth research and provide detailed analysis on network presence to establish HUMINT leads for access.

Ability to effectively leverage large datasets in support of targeting efforts.

Basic working knowledge of telecommunications, including cellular networks, wireless and computer networks.

Foreign language skills (spoken, written, or reading), Chinese or Russian.

Familiarity with classified data repositories.

In-depth research and analysis on both HUM INT targets and closed classified computer networks.

The TO should have an interest or general understanding of computer networks and associated devices, and how this could be exploited from an operational perspective.
