OUR MISSION
Our mission is to ensure the physical and operational integrity of the regional flood risk management system in southeastern Louisiana as a defense against floods and storm surge from hurricanes.
We accomplish this mission by working with local, regional, state, and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.
ABOUT THIS POSITION
This position reports to the Regional Director. It serves as a strategic, high-capacity project leader responsible for advancing cross-functional initiatives that strengthen organizational performance, culture, transparency, and operational effectiveness. As an extension of the Regional Director's office, this role leads priority projects that require coordinated execution across departments and consistent project management discipline. This position will have functional supervision over administrative staff and project-support staff.
Salary Range: $95,000 - $150,000
Minimum Qualifications:
• Bachelor's degree required in engineering, business, public administration, environmental sciences, natural sciences, planning, or a related academic field aligned with the Authority's mission.
• Master's degree (e.g., MBA, MPA, MS in Engineering or related discipline) preferred.
• 7+ years of relevant experience in project management, construction, engineering, operations, planning, public-sector management, or related fields.
• Demonstrated ability to lead complex, multi-disciplinary projects.
• Strong analytical, communication, and organizational skills.
• Professional certifications preferred (e.g., PMP, Lean Six Sigma)
Essential Duties & Responsibilities:
30% Strategic Project Leadership
• Lead and deliver high-priority initiatives on behalf of the Regional Director, ensuring alignment with agency goals and statutory requirements.
• Develop and manage project plans, schedules, deliverables, and performance measures for initiatives across the agency.
• Facilitate effective collaboration across departments to resolve issues, advance progress, and remove operational barriers.
20% Organizational Reporting & Interagency Coordination
• Coordinate development of internal and external performance dashboards, scorecards, SITREPs, and executive summaries.
• Prepare or assemble briefings, reports, and informational materials requested by the Board, legislative offices, CPRA, federal partners, or other oversight stakeholders.
• Track progress on major agency initiatives, highlighting risks, gaps, and emerging needs to support informed decision-making.
• Support coordination of multi-agency efforts with USACE, CPRA, parish partners, external consultants, and community stakeholders.
15% Process Improvement
• Lead targeted efforts to streamline workflows and standardize agency practices.
• Identify inefficiencies in administrative or operational processes and recommend improvements.
• Develop process documentation, templates, and tools that enhance consistency, transparency, and accountability.
• Support change-management efforts, including communication, rollout planning, and adoption tracking.
• Evaluate the effectiveness of implemented improvements and recommend follow-up actions.
20% Special Initiatives & Strategic Support
• Conduct research, policy analysis, operational reviews, and strategic assessments to support organizational improvement.
• Identify emerging risks, challenges, and opportunities; develop mitigation strategies and recommend actionable solutions.
• Provide strategic support on organizational performance, process improvement, and long-term planning efforts.
• Manage special projects as assigned, including initiatives that span multiple departments or external partners.
15% Supervision
Provides functional oversight to administrative staff and project support teams from various departments within the Agency for specific task requirements for special projects and/or initiatives.
