This position exists to support the Drinking Water Bureau in the effective administration of its financial resources. The role ensures compliance with federal grants, special revenue, and general fund requirements by assisting with budget management, contract and procurement processes, and financial reconciliations. It provides essential financial reporting and analysis to maintain fiscal accountability and align resources with the Bureau's mission and strategic objectives. How does it get done? • Responsible for payroll reconciliations and assisting the Bureau Financial Manager with default task profile management • Prepares journal entries, journal voucher corrections, and payroll corrections for the Drinking Water Bureau • Assists the bureau and Bureau Financial Manager with monitoring contracts and performing contract reconciliations • Tracks contract end dates and assists with initiating new contracts through Request for Proposals (RFPs), Invitation to Bid (ITB), Memorandum of Agreements (MOAs), and other procurement methods • Vouchers all contract-related invoices and monitors Operating and Grant budgets tied to contract funding sources • Performs monthly reconciliations required by Financial Services Bureau (FSB), including Trial Balance, Purchase Orders, Unreconciled Warrants, Grant Budget, and others • Performs additional duties as assigned by the Bureau Financial Manager, Program Financial Manager, and/or Chief Finance Officer Who are the customers? • New Mexicans to protect and restore the environment • Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations • Internal staff Ideal Candidate • New Mexicans to protect and restore the environment • Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations • Internal staff Minimum Qualification Bachelor's degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment.
