Description & Requirements

The Lead Specialist, Instructional Design will design and develop engaging training materials, including e-learning, blended learning content, job aids, and instructor guides, with a focus on future accessibility. In this role, the Lead Specialist will collaborate with stakeholders to define project goals, develop detailed plans, and track progress to meet training objectives. Responsibilities include developing training content, managing ongoing updates, and refining learning approaches for various audiences.

Essential Duties and Responsibilities:

- Support assessments for training and staff development to enhance employee effectiveness.

- Consult with management on performance, succession, organizational and leadership matters.

- Manage the maintenance and execution of the performance management system, including standards of performance and performance evaluation instruments.

- Implementation of the succession planning and talent review process.

- Collect, analyze and maintain data gathered to inform targeted leadership development (succession planning).

- Maintain effective programs for workforce retention, promotion and succession planning.

- Develop and coordinate presentations and training.

- Collaborate with HRIS to develop templates, resources, and troubleshoot common issues with end users.

- Collaborate with HRIS and Data analytics team to collect, analyze and coordinate aggregate data for talent pool.

- Make recommendations that align with effective and efficient use of resources to deliver practical solutions.

This is a limited-service (length of service 8 months), part-time role. Responsibilities include:



  • Design and develop learning content such as e-learning, blended learning content, job aids, instructor guides, etc. Ensure future accessibility of these training materials.
  • Develop full-scale project plans and diagram workflow processes. Track project milestones and deliverables.
  • Assist in the evaluation of training needs through surveys, interviews, focus groups, and/or consultation with internal clients. Evaluate training materials created by others, and modes of training delivery to optimize training effectiveness.
  • In collaboration with stakeholders, define project scope, goals, and deliverables that support business needs.
  • Monitor content for consistency, accuracy, clarity, ease of navigation, and positive user experience.
  • Design and develop ongoing training materials for system enhancements, releases, initiatives, and workflows.
  • Adjust throughout the project to ensure the successful attainment of the learning and training objectives.
  • Manage the development and refinement of data-tracking processes.

Minimum Requirements

- B.S./B.A. degree in Human Resources, Organization Development, Instructional Design, Industrial/ Organizational Psychology, or Training/Education-related degree.

- 7-10 years of relevant professional experience.
- 3+ years of progressive experience in Learning and Development with strong learning program management/curriculum management and facilitation experience.
- Experience working on complex issues where analysis of situations or data requires an in-depth knowledge of the company.
- Ability to regularly interact with senior leaders and executives.
- Demonstrated ability to think strategically and translate business performance gaps into learning and development strategies.
- Demonstrated, applied understanding of learning technologies such as: ILT, Virtual ILT, online learning, learning partnerships, etc.
- Demonstrated ability to manage multiple, complex projects and tasks.
- Ability to quickly adapt to new business needs and strategies.

- Fllexible in alignment and approach based on market trends.
- Demonstrated experience in creative and innovative application of technology for business change.
- Strong data analysis and interpretation skills.
- Understanding of relevant industry recognized technical certifications and renewal requirements.
- Demonstrated ability to think strategically and translate business performance gaps into learning and development strategies.
- Must have the necessary drive and ability to lead change to implement initiatives.
- Exceptional track record developing and delivering learning strategies and initiatives.
- Excellent written, verbal and interpersonal skills with all levels of employees as well as superior facilitation skills.
- Demonstrated ability to build strong relationships with key business leaders.
- Proven ability to manage multiple priorities while delivering high quality results.



Project Minimum Requirements:



  • B.S./B.A. degree in Human Resources, Organization Development, Instructional Design, Industrial/ Organizational Psychology, or Training/Education-related degree.
  • 7-10 years of relevant professional experience.
  • 3+ years of progressive experience in Learning and Development with strong learning program
  • Preferred 1+ years of Human Resources experience.
  • Management/curriculum management and facilitation experience.
  • Experience working on complex issues where analysis of situations or data requires an in-depth knowledge of the company.
  • 2+ year in the use of eLearning tools and Learning Management Systems (LMS), Articulate 360, CSOD, and Vyond Preferred.
  • Ability to regularly interact with senior leaders and executives.
  • Demonstrated ability to think strategically and translate business performance gaps into learning and development strategies.
  • Demonstrated, applied understanding of learning technologies such as: ILT, Virtual ILT, online learning, learning partnerships, etc.
  • Demonstrated ability to manage multiple, complex projects and tasks.

Pay Transparency

Maximus compensation is based on various factors including but not limited to job location, a candidates education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximuss total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicants salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
