***Position is Time -Limited for 48 months***
The Data and Contracts Specialist performs data retrieval from large data sets, including, but not limited to, state and federal databases that can help ORH management evaluate program efficacy and areas for quality improvement. This position coordinates with ORH program managers to finalize performance measures, monitors data collection and ensures that efforts meet standards of providing access to quality care that is satisfactory to end users and grantees. The Data and Contracts Specialist engages in trend analyses to assist ORH leadership in making budget and service decisions, develops reports and presentations for administrative, technical, and non-technical audiences that ultimately inform NCDHHS, NC General Assembly, academic institutions, or ORH stakeholders about the performance of specific programs. Other duties include:

  • Ensure all contractors are monitored according to ORH, DHHS, state, and federal guidelines.
  • Enter contract information in OSBM’s database and ORH’s tracking databases.
  • Monitor and record expenditures and accurately input in the state’s contract management system.
  • Submit approved invoices for accurate payment related to contracts and amendments.
  • Communicate with contractors via phone, email, and/or site visits to monitor contractor’s budget, expenditure reports, grant goals, performance measures, and other agreed upon deliverables according to the ORH monitoring plan.
  • Adapt to project constraints and resolving problems in a team environment.
**THIS POSITION IS REQUIRED TO COMPLETE THE NC CONTRACT TRAINING PROGRAM WITHIN ONE (1) YEAR OF HIRE.**

About the Office of Rural Health:The North Carolina Office of Rural Health (ORH) became the first State Office of Rural Health in the nation in 1973. The ORH was created to focus on the needs of rural and underserved communities and continues to empower communities and populations by developing strategies to improve quality and cost-effectiveness of health care for all. While ORH does not provide direct care, its programs support numerous health care safety net organizations throughout the state. Continued support and recurring funding for ORH strengthened North Carolina’s health care safety net infrastructure to ensure that all of the state’s medically vulnerable residents (Uninsured, Underinsured, Medicare and Medicaid) have access to affordable and appropriate high quality primary care. It is a conservative estimate that the State’s primary care safety net system serves 1.1 million vulnerable residents.

Knowledge, Skills and Abilities / Competencies

Listed below are the knowledge, skills and abilities (KSAs) associated with the position. These KSAs, along with the minimum education and experience listed, are required in order to be deemed "eligible" for the position therefore you must provide supporting information, within the body of your application, to demonstrate your possession of each KSA listed.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Demonstrated knowledge of contracts and the contracting process, specifically the Code of Federal Regulations (CFR) 200.
  • Knowledge and understanding of general accounting principles and concepts (GAAP), specifically accounts payable
  • Fundamental knowledge negotiating new contracts.
  • Demonstrated knowledge of procurement regulations, contract documents and legal specifications.
  • Proven experience managing contracts from initiation through to closure, including preparing contract amendments, extensions, and terminations
  • Adapt to project constraints and resolving problems in team environment.
  • Documented experience with risk assessment on contractual terms and conditions to resolve client complaints and concerns.
  • Meticulous organizational skills including the ability to multi-task on several projects simultaneously
Management preference will given to candidates with:

  • Experience with implementing high quality services that are cost effective in underserved communities.
  • Demonstrated data management skills and experience with leading data collection and reporting.
  • Experience in performance-based contracting, sub-receipt monitoring, and DHHS Open Window.
  • Experience conducting risk analyses and assessments for medium to large scale projects.
  • Experience in the North Carolina Financial System (NCFS) and eProcurement.

Minimum Education and Experience Requirements

Bachelor’s degree in sociology, psychology, political science, business administration, public administration or related field, from an appropriately accredited institution and four years of experience related to the specific program assignment;
OR
an equivalent combination of education and experience.
