The Division of Mental Health, Developmental Disabilities and Substance Use Services (DMHDDSUS) is the State agency charged with responsibility for developing, providing and overseeing publicly supported mental health, developmental disabilities, and substance abuse services in North Carolina. Sources of funding managed by DMHDDSUS include primarily state appropriations and federal grants. The Division collaborates with other agencies (DPS, DPI, DHSR, DSS, DMA, county commissioners, DPH) to ensure adequate services for the underinsured, uninsured, and Medicaid recipients. The DMHDDSUS carries out its responsibilities through a system of local mental health authorities/managed care organizations known as Local Management Entities/Managed Care Organizations (LME/MCOs), as well as through contracts with local providers, advocacy organizations, and hospitals. The DMHDDSUS collaborates with other state agencies within and outside of NC DHHS to improve services and supports related to mental health, substance use and intellectual and other developmental disabilities. The Contracts and Grants Management team provides support to all Sections within DMHDDSUS in the management of the Division’s $800 million budget, including the management and oversight of about 200 contracts and over 20 grants per year.
The Contracts unit is part of Contracts and Grants Management Section of DMHDDSUS is responsible for contracting functions of the division, and for providing support to the Division Director, management team, and Program Managers in management of the Divisions contracts.
Primary Purpose of the Position:
The purpose of this position is to advise program staff on proper contracting and procurement methods, provide technical assistance in the drafting procurement and contract documents including scopes of work, etc. and to conduct intensive review to ensure contracts are justifiable, performance based, comply with State procurement rules, statutes and procedures, and contain adequate and accurate performance measures, scopes of work, and budget. Contract types include Financial Assistance and Purchase of Service Contracts, Contract Amendments, Budget Realignments, Intra-Departmental Memoranda of Agreement (IMOAs), Requests for Applications (RFAs), Requests for Quote (RFQs), and Requests for Proposals (RFPs). This position will review work of other team members.

Preferred Work Experience:
Working knowledge of Open Window system
Experience developing contract scopes of work and contractor budget
Experience in compiling financial data in a spreadsheet

Bachelor’s degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
License or Certification Required by Statute or Regulation:
Must complete North Carolina Contract Manager (NCCM) Certification within one year from the date of hire.
