The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatics Division’s Policy Unit. The Contracts Specialist role is uniquely positioned to interact with other members of the Policy Unit team, district, and land managers, the assistant attorney general, other division staff, and other state and local agencies. As a Contracts Specialist for Aquatics, you will be responsible for managing use authorization contracts across all of DNR’s State Owned Aquatic Lands, as well as managing the Aquatic Resources Procedure Manual and coordinating contracts training for other division staff.
Duties
Responsibilities:
- Develop, update, and maintain land use master contract templates
- Track and respond to one-time change requests for template alterations
- Develop, update, and maintain the Aquatic Resources Procedure Manual
- Coordinate training for the program including ongoing courses such as Aquatic Land Boundaries and Attorney house calls.
Qualifications
Required Qualifications:
- Bachelors degree involving major study in public administration, business administration, business law, education, natural resources, environmental studies, or other closely related field;
AND 2 years of relevant professional experience.
OR an equivalent combination of education and/or experience. - Experience developing, negotiating, administering, or terminating government contracts, contract property management, or contract compliance.
- Ability to follow directions.

- Must be able to ask questions and communicate within a team dynamic.
- Ability to collaborate with professional staff, attorneys, and managers to develop and maintain contracts and procedures.

- Organization and detail.
- Business software including MS Word, MS Excel, MS PowerPoint; and Develop.
- Maintaining, organizing, and managing documents using Microsoft SharePoint, or other equivalent online file-sharing platforms;

Special Requirements and Conditions of Employment:- Primarily Office; telework options are available for this position with prior approval from the direct supervisor. This position is also available for workweek schedule variations with supervisor approval.
- Some travel to meetings or project sites may be required as business need arises, but it is a rare occurrence.
Desired Qualifications:- Three years of experience preparing leasing or natural resource management contracts.
- Knowledge of DNR’s aquatic land management authorities, rules, and official designations.
- Knowledge of aquatic resource sciences, management, and/or regulation.
- Knowledge of principles of natural resource management; environmental laws, police,s and programs.
- Excellent writing and oral communication skills, including the ability to effectively and concisely present information to professional staff, management, external partners, and business clients.
- Knowledge of regulations, policies, and procedures for preparation of contracts; practices and trends; and contract terminology.
