The City Manager’s Office of Economic Development & Cultural Affairs (OEDCA) has three integrated divisions: • Cultural Affairs: Arts, Sports, and Entertainment - Fostering a vibrant, inclusive, and creative city by advancing cultural expression, supporting artists and arts organizations through grants and technical assistance, promoting access to sports and entertainment, commissioning and preserving public art, producing/coordinating outdoor special events and destination marketing, and stewarding City-owned convention and cultural facility assets and partnerships. • Economic Growth and Business Development - Accelerating San José’s economic vitality by driving business retention, expansion, and attraction; supporting real estate and catalytic development; strengthening Downtown as a thriving urban center; and advancing commercial corridor revitalization and small business success across San José’s diverse neighborhoods. • Workforce and Talent Development - Building a resilient and inclusive workforce by connecting job seekers to training, education, and career pathways; delivering supportive services that reduce barriers to employment; and partnering with employers to design hiring initiatives that align with regional industry needs and economic opportunity. OEDCA’s mission is to catalyze equitable job growth, investment, entrepreneurship, cultural vibrancy, and talent attraction and retention in San José while strengthening the City’s fiscal health. In support of its mission, OEDCA focuses on five key areas: • Retain/ grow jobs and revenue and promote innovation from large and medium-sized businesses in key sectors such as manufacturing and artificial intelligence. • Foster small business resilience and create thriving business districts. • Accelerate a thriving Downtown. • Activate San José as the South Bay's hub for sports, arts, and entertainment. • Prepare residents to participate in the local economy through training, education, and career support. The Workforce and Talent Development Fiscal Team is looking for an Accountant who is responsible for preparing, analyzing, and submitting accurate and timely State Expenditure Reports in compliance with federal, state, and local regulations. The incumbent serves as a key liaison with regards to program expenditures between Fiscal team and Program team, to ensure effective administration and compliance. Key Responsibilities: • Prepare, review, and submit monthly and quarterly State Expenditure Reports according to WIOA regulations. • Prepare reimbursement requests (Cash Draw) within CalJOBS system, create journal voucher to record the deposits. • Verify and monitor cash inflow and outflow on grant accounts. • Reconcile grant expenditures and revenue between City of San Jose’s Financial Management System (FMS) and the State CalJOBS system. • Maintain detailed supporting documents for all financial activities and reporting. • Responsible for the Grant Inventory List (GIL) submitted to City’s Finance Department. • Assemble and analyze data and structure, functions and program activities. • Audit sub-contractor and vendor contracts according to city procurement procedures and state monitoring guidelines and prepare audit reports, conduct follow-up, and make recommendations. • Examine accounting transactions to ensure accuracy; analyze, prepare various financial reports and statements; assist in monitoring various accounts and verify availability of funds and accurate coding and classification of expenditures; research and analyze transactions to resolve issues. • Coordinate with external auditors and State monitors; provide documentation and explanations as required. • Assist Finance Manager with the preparation of audit schedules and completion of the States’ monitoring guide. • Assist Finance Manager with budget-to-actual performance for each grant. • Perform other accounting responsibilities for month-end and year-end close. • Work closely with program staff, subrecipients and other City’s departments to ensure fiscal compliance and timely reporting. • Perform other job-related duties as assigned by Finance Manager. Depending upon qualifications, the successful candidate will be hired at the Accountant I or Accountant II level. Current annual salary ranges are: Accountant I - $91,990.08 to $111,908.16 Accountant II - $100,442.16 to $122,063.76 Accountant I Education: Completion of a Bachelor's Degree from an accredited college or university in Business, Accounting or related field, which must include twelve (12) semester units in accounting subjects. Experience: No minimum requirement. Acceptable Substitutions: Experience in the maintenance of financial records, systems or transactions may be substituted for the education requirement on a year-for-year basis. There will be no substitution for the twelve (12) semester units in accounting subjects. Licenses or Certificates: Possession of a valid driver's license authorizing operating of a motor vehicle in the state of California may be required. Accountant II: Education: Completion of a Bachelor's Degree from an accredited college or university in Business, Accounting or related field, which must include eighteen (18) semester units in accounting subjects and two (2) years of progressively responsible accounting or auditing experience. Licenses or Certificates: Possession of a valid driver's license authorizing operation of a motor vehicle in the state of California may be required. The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.
