Job Description

Cpl is working with a specialist not-for-profit organisation that provides residential support to young people seeking international protection. We are currently seeking a Human Resource Manager to lead the HR function across the organisation. This is a standalone, pivotal leadership role, focused on recruitment, employee wellbeing, compliance, and development, while also holding responsibility for Data Protection (DPO) oversight. This role will play a central part in maintaining a positive, compliant, and inclusive work culture across multiple residential care centres. This is a hybrid position, with 3 days onsite in Tullamore and 2 days working from home. (Probation period is fully onsite) Regular travel to other service locations will also be required. Responsibilities: · Lead recruitment processes in line with Tusla and Children First standards. Manage vetting, contracts, and onboarding. · Act as Data Protection Officer (DPO). Ensure GDPR-compliant storage and processing of employee and client data. · Provide HR advice to centre managers. Handle performance, grievance, and disciplinary matters with fairness and transparency. · Be a visible presence across centres. Champion staff welfare, feedback forums, and inclusion initiatives. · Maintain the organisation’s Training Matrix. Oversee mandatory and CPD training, certification renewals, and e-learning rollout. · Develop and implement HR policies in line with employment law and HIQA/Tusla regulatory frameworks. · Coordinate employee setup, updates, and benefit administration with payroll and finance teams. Requirements: · A degree in Human Resources, Employment Law, or a related discipline. · 3+ years of HR experience, ideally in a regulated care, non-profit, or healthcare setting. · Strong knowledge of Irish employment law, GDPR, and HR best practices. · Experience across the full employee lifecycle: from recruitment to retention and development. · Excellent interpersonal, communication, and organisational skills. · A full clean driving licence and willingness to travel regularly.
