The New Mexico Department of Finance and Administration (DFA) serves as the state's central fiscal control agency, responsible for safeguarding public funds, overseeing statewide financial operations, supporting executive agencies, and ensuring compliance with state and federal financial laws and accounting standards. DFA plays a critical role in budget development and execution, accounting and financial reporting, payroll and benefits administration, procurement oversight, and statewide financial policy.
This position is located within the Financial Control Division (FCD), which functions as the State Controller's Office. FCD is responsible for statewide accounting, pre-audit of expenditures, cash control, financial system oversight, and preparation of New Mexico's Annual Comprehensive Financial Report (ACFR). The division works closely with state agencies, external auditors, the State Auditor's Office, the Legislature, and other stakeholders to ensure accurate financial reporting, transparency, and accountability for the State of New Mexico.
Why does the job exist?
This position exists to ensure the State of New Mexico meets its statutory and professional obligations to produce a timely, accurate, and fully compliant Annual Comprehensive Financial Report (ACFR). The role provides dedicated technical accounting expertise to coordinate statewide financial reporting, implement Governmental Accounting Standards Board (GASB) requirements, and ensure the integrity of the State's financial statements.
Given the size and complexity of New Mexico's financial operations, this position is essential for consolidating financial data from all state agencies, resolving accounting and reporting issues, supporting the annual external audit, and maintaining strong internal controls over financial reporting. The position also plays a critical role in reducing audit findings, improving statewide financial transparency, supporting bond ratings and investor confidence, and ensuring compliance with state statutes, federal requirements, and professional accounting standards.
Without this position, the State would face increased risk of reporting errors, audit deficiencies, delayed financial statements, and noncompliance with accounting standards that could negatively impact fiscal oversight, public trust, and the State's financial reputation.
How does it get done?
This position leads and coordinates the preparation of the State of New Mexico¿s Annual Comprehensive Financial Report (ACFR) in accordance with generally accepted accounting principles, Governmental Accounting Standards Board (GASB) requirements, and applicable state statutes. The role manages the statewide financial reporting calendar and data collection process, working closely with executive agencies, component units, and internal DFA bureaus to ensure that financial information is complete, accurate, and submitted on time.
The position is responsible for reviewing, analyzing, and reconciling complex financial data from the statewide financial system (SHARE/ERP) and agency-provided schedules, ensuring proper classification, consistency, and compliance with reporting standards. It researches, interprets, and implements new and existing accounting standards and authoritative guidance, evaluates their impact on statewide financial statements, and serves as a technical accounting resource to agencies on matters related to accounting treatment, financial statement presentation, and reporting requirements.
In addition, the position plays a central role in coordinating the annual financial audit by working directly with the Office of the State Auditor and external audit firms, preparing audit schedules, responding to audit inquiries, supporting fieldwork, and assisting in the resolution of findings. The role identifies and helps resolve complex accounting and reporting issues, including those related to fund structure, intergovernmental transactions, system limitations, and unusual or non-routine transactions.
This position also contributes to strengthening and maintaining internal controls over financial reporting, supports continuous improvement initiatives to enhance data quality and reporting efficiency, and assists with the preparation of required financial statements, note disclosures, statistical tables, and management discussion and analysis included in the ACFR. Finally, the role supports training and communication efforts with agencies to promote consistent understanding of financial reporting requirements, system changes, and evolving accounting standards.
Who are the customers?
This position is responsible for interfacing and monitoring of State agencies and component units of the State and is responsible to the Executive staff, Bonding Agents, Taxpayers and the Governors office and other entities that review and rely on the published ACFR to make financial decisions for the State of New Mexico.

Minimum Qualification
Bachelor's degree in Accounting, Finance, Auditing, or Business Administration and three (3) years of experience in accounting, auditing, finance, budgeting, public accounting, and conducting financial audits to include a minimum of two (2) years preparing Comprehensive Annual Financial Reports or equivalent experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Working Conditions
Working conditions include, but not limited to: Work is performed in an office setting. Frequent late hours, weekends, on-call and callback work may be required related to end-of-year financial reporting cycles. Travel may be required. Incumbent will frequently work under time constraints and is expected to maintain the highest level of professional conduct, ethics and confidentiality. Exposure to VDT's, CRT's or UV rays.
